This bill requires public entities to develop a plan for metering its water use, adopt a conservation plan, and submit the plan to the Division of Water Resources by November 30, 2020. The bill requires that public entities meter water by no later than January 1, 2021, and disallows the entity from receiving state money for water development if the entity does not comply with this section. |
