This bill denies a governmental entity from requiring, issuing, or enforcing storm water permits related to construction.

The bill requires the Dept. of Environmental Quality to complete a study addressing the need, if any, of containing storm water related to construction and, if a need does exist, determine the best option for containing storm water. The bill requires the study's submission to the Natural Resources, Agriculture, and Environment Interim Committee.
