Staff Analysis of the Legislation

This bill preempts local regulation of personal delivery devices. The bill allows personal delivery devices equipped with automated driving technology, including hardware and software, to operate as long as speeds are not over 12 miles per hour or over in a pedestrian area or 20 miles per hour on a highway that is not a pedestrian area.
