Staff Analysis of the Legislation

  • Renames the Public Safety Inoperability Fund to the Arizona School Safety Fund (“Fund”) and clarifies that money in the fund may only be used for school safety programs 

  • Appropriates from the general fund to the School Safety Fund: 

  • $1.5M in FY21 

  • $3M in FY22 

  • $3M in FY23 

  • Appropriates $3M in FY21, FY22, and FY23 from the Fund to the Arizona Department of Education (ADE) to establish a school safety program that: 

  • Enables the statewide deployment of a secure, multimedia data communications system to a user base of public safety agencies and K-12 public and private schools 

  • Provides a communications solution that allows for identifying users’ identity, location, and operational status during an emergency 

  • Secure text messaging and file sharing, sharing of maps, building floor plans, and images between schools and public safety officials 

  • Integrates a panic alarm that establishes direct contact between schools and public safety officials 

  • Encrypts all media communications and ensures student and staff privacy
