Staff Analysis of the Legislation

This bill makes a number of changes to the laws regarding mental health insurance coverage, and establishes an $8M children’s behavioral health services fund within the Arizona Healthcare Cost Containment System (AHCCCS) to be distributed on an as-needed basis to contracted providers to allow uninsured or underinsured children to access mental health care. It also requires that mental health services delivered at school be covered by certain commercial insurance plans if the services would otherwise qualify for coverage under the plan except for location of service delivered. Establishes reporting requirements for schools relating to students who are referred for behavioral health services. The act is effective on the general effective date.
