Beginning in the 2017 - 2018 2018-2019 school year, would require local boards of education to schedule a daily recess for students in grades K-5. Recess would consist of at least 30 minutes of supervised unstructured activity time, preferably outdoors. Recess would not be required on days where a student has had physical education or structured activity time or if circumstances such as inclement weather, school assemblies or field trips, conflicts occurring during recess time that the class room teacher has no control over, or acts of God. Local boards of education would be required to establish written policy to ensure that recess is safe experience, provides a break from academic learning, and is not withheld as a punishment.
