A constitutional amendment to allow by law the election of a school superintendent and appointment of a local board by grand jury in any school system as an alternative to the current structure

EFFECTIVE DATE: 

If passed by the General Assembly by a 2/3 vote by each chamber, it would be on the November 2018 ballot
