Allows the children of active duty members of the United States armed forces who have received orders to transfer into Georgia, to be eligible for enrollment in a local school district before physically establishing residency.

The Senate Committee on Education and Youth offered a substitute to this bill. The substitution included a section regarding admissions, enrollment and withdrawal of students in charter schools.
