This bill was introduced in 2021 as the Dexter Mosely Act which passed in 2021 as part of another bill.  It currently is a GHSA bill.

No high school which receives QBE funding could participate in, sponsor, or provide coaching staff for interscholastic sports events which are conducted under the authority of, under the rules of, or scheduled by any athletic association unless that association has a charter, bylaws, and other governing documents which provide for goveernance and operational oversight by an executive oversight committee of ten with appointments coming from the Governor, Lt. Governor, Speaker, GSSA, GSBA, coaches' association, athletic officials' association, and the governing body of the athletic association.

Members of this committee would elect its chair and vice-chair, serve terms of three years and are eligible to succeed themselves only once. Association bylaws would set staggered terms and provide for filling a vacancy. The bill lists the authority and duties of the Committee. 

Any high school that does not comply with these provisions would forfeit its QBE funding.
