Staff Analysis of the Legislation

This resolution is a carry-over from the 2013 session and still calls for a Constitutional amendment to allow local school systems, though local law, to choose to elect their school superintendents. HB 519 is the enabling legislation that outlines local boards’ powers to appoint a superintendent unless the local law calls for elected superintendents. The following statement was removed on amendment: An appointed superintendent would serve at the pleasure of the LBOE, and the bill would give the local boards the power to suspend or remove the elected superintendent under specific circumstances. |
