This legislation requires written policies for emergency pursuits to include a requirement that a vehicle pursuit may only occur if probable cause exists to believe that the person committed or is committing murder, aggravated battery, kidnapping, false imprisonment, hijacking, interference with custody, trafficking for labor or sexual servitude, rape, armed robery, or any offnese that creates an immediate threat of death or serious bodily injury.  The policy must also require that the driver of the emergency pursuit vehicle comply with the requirements of O.C.G.A. § 40-6-6:  driving through a red light or stop sign only after slowing down as necessary for safe operation, exceeding the speed limit only if it does not endanger life or property, and using the blue lights and siren.

If the county and independent school districts do not agree on a distribution formula, the district with the greater student population may still call for a referendum on the ESPLOST, with the other school district receiving a pro rata share of proceeds. he bill is contingent upon a constitutional amendment, SR 95.

This legislation, mirroring HB 158, legalizes gambling in Georgia.  Two casino licenses will be granted.  One license will be granted within a county having a population of at least 900,000, will be at least a $2 billion investment, located in a convention district and have a hotel with at least 1000 guest rooms.  The other license will be granted within a county with at least 250,000 people, be at least a $450 million investment, and located near a convention district. Casinos can be open 24 hours a day, every day of the year, and will pay a 20-percent tax on gross receipts - 70 percent of proceeds go to the HOPE scholarship and 30 percent will go to a needs-based college scholarship.  .  .
