This legislation amends the process for disposition of seized firearms, and clarifies the requirements for municipal corporations.  The bill also prohibits the sale of any seized firearm that law enforcement deems unsafe, and sets forth method for the firearm to be destroyed by the GBI.

This bill authorizes a "drinks to go retailer" to sell carry-out mixed drinks as well as beer and wine either from inside, a drive-thru or curbside.  Sales must abide by all local package alcohol laws; drinks cannot exceed 1,500 milliliters nor 20 percent alcohol (wine or distilled spirits) in volume; and this law sunsets on March 1, 2021.  A "drinks to go retailer" is defined as retailers that are authorized to sell alcoholic beverages for consumption on the licensed premises.

 Under current law, businesses owned by disabled veterans (as certified by the state Commissioner of Veterans Affairs) are exempt from paying occupation taxes and regulatory fees associated with such businesses. This bill would extend that exemption to businesses owned by any veteran or the spouse of a veteran.
