Among many changes to the state’s agricultural laws, directs a legislative study by January 1, 2019, of requiring holders of unused rights-of-way and utility easements to offer the easements to the underlying property owners for fair market value. Also allows local law enforcement agencies to enter into mutual aid agreements with out-of-state law enforcement agencies, in connection with the World Equestrian Games.
