Makes changes to state laws governing local building inspections of residential dwellings, including expanding current law to allow any licensed architect or licensed engineer, or a person under the direct supervisory control of a licensed architect or licensed engineer, to perform inspections under the Residential Code for One- and Two-Family Dwellings. Mandates that all local building inspection departments create a process for informal internal reviews of inspection decisions made by the department’s inspectors, along with a five-year annual reporting requirement to the Joint Legislative Committee on Local Government. Removes the requirement for a separate irrigation meter under certain circumstances involving septic tanks or other innovative on-site wastewater systems. (version 1)

Mandates that when a local government denies any building permit, they provide a written explanation to the applicant and include a copy of the ordinance or other basis for the decision. (version 1)

Creates new standards for local review of development plans and local permitting processes. Requires many local review processes and standards to be included in ordinances, and mandates quarterly reports by city departments regarding the number of on-time permit reviews. Limits off-site improvements—such as those related to utilities or traffic—a local government may require of a developer to improvements directly related to the impact of the permittee’s development, or a fee in lieu of payment that does not exceed 20 percent of the estimated actual costs associated with those impacts. Creates a procedure by which NCDOT may delegate to municipalities the authority to issue construction permits and create standards for state-maintained roads located within a municipality; review and approve encroachment applications for state-maintained roads located within a municipality; and establish a fee for review of a transportation-related or right-of-way encroachment plan. Encourages both the State and local government agencies that engage in these plan review and permitting activities to publish certain information regarding performance metrics, and to facilitate information-sharing and collaboration across governmental units. Requires State agencies which review construction documents and issue permits to create an online system for submittal, review, and approval by 2020. (version 1)
