Also appropriates funds to create a resource position in the Conference of District Attorneys to assist emergency responders and others in arson and homicide cases, and appropriates funds to develop related training programs. Renames the current urban search and rescue teams by dropping the word “urban” and makes related technical changes to enable intergovernmental cooperation for these emergency response operations. Adds a technical assistance role for the NC Geodetic Survey in defining or clarifying county boundary lines. Creates a new process whereby any reestablished county boundary become conclusive, even if the requesting counties did not ratify that boundary within one year of receiving the map survey plat. Transfers maps that identify protected mountain ridge crests from DEQ to the NC Geodetic Survey. (version 1)
