Encourages local government recreation programs to provide concussion awareness information to program participants, and create a protocol for responding to suspected concussion incidents, by authorizing these activities. Eliminates liability for local government recreation program employees in civil actions arising from any of these activities, unless the employees's behavior amounts to gross negligence, wanton conduct, or intentional wrongdoing.
