The infrastructure bank would function as a revolving loan fund, with interest payments accruing and being re-loaned over time. More specifically, allows government agencies—including municipalities—to bring a civil suit to recover public safety costs related to these acts. Finally, requires mayors to dispatch law enforcement officers to clear a “mass traffic obstruction” (defined in the bill) that occurs within that jurisdiction. (version 1)

Among other modifications to state buffer programs, allows developers to utilize land within a required riparian buffer to also be used to satisfy other regulatory requirements, such as stormwater best management practices, residential density calculations, tree conservation and open space requirements, setbacks, perimeter buffers, and lot area requirements. Directs DEQ to revise its nutrient offset fee for the Jordan Lake watershed to reflect the differences in costs in the sub-watersheds. (version 1)

Authorizes the issuance of state “Build NC” transportation bonds, a proposal modeled after the federal GARVEE bond program. The proposal would allow the state to borrow money for local transportation priorities and repay those bonds using future state transportation dollars that are allocated to the Highway Trust Fund. Build NC bond proceeds would fund transportation projects prioritized at the regional and division levels of the state’s transportation funding system​. These projects are suggested by local officials, who also have the most input in deciding which of these projects to prioritize. Includes borrowing limitations, including an overall program cap of $300 million.

Allows NCDOT to select up to five projects for a pilot program to demonstrate the effectiveness of the “construction manager-general contractor” method of contracting. With this method, a construction manager would provide input on transportation project design, including advice on constructability review, scheduling, pricing, and phasing. Sets limits on the pilot project size, and directs a report to a legislative oversight committee on the outcome of the pilot.
