Makes numerous changes to state law intended to increase the financial security of individuals, including the following changes which could affect municipal employers: raising the minimum wage to $15/hour; requiring paid sick and family medical leave; allowing public employee collective bargaining; and disallowing public employers from inquiring about a job applicant’s criminal history until the employer has made a conditional offer of employment to the applicant, except in instances in which the employer is required by law to consider the applicant’s criminal record.
