Rewrites current statewide law regarding law enforcement body camera recordings, as they apply to the City of Winston-Salem. Designates these recordings as public records; allows the City to disclose or release the recordings to the City’s citizens’ police review board; prescribes a notification process the City must follow prior to disclosing or releasing the recordings, to alert those shown in the recording of the pending release of the recording; establishes a process whereby persons may seek a court order to prohibit disclosure or release of these recordings; provides standards for a court to follow when weighing whether to prohibit disclosure or release.  (version 1)
