Institutes new law enforcement officer training requirements and standards related to juvenile justice issues. Creates a statewide sexual assault evidence collection kit tracking system, which requires local law enforcement agencies to adhere to standardized procedures related to handling and storage of new and existing—but untested—evidence kits. Requires rulemaking by the N.C. Department of Public Safety to implement the new tracking system, which would go into effect for evidence kits purchased or distributed after October 1, 2018.
