Among numerous other changes to state laws, allows public agencies such as municipalities to exclusively fulfill public records responsibilities by making public records or computer databases available online in a downloadable format. Directs a report by a committee comprised of state and local government agencies—including the League—on development and use of computer databases by these public units and the need for public access to those public records. Exempts landscaping materials from built-upon area calculations for stormwater runoff. Directs state regulators to change current rules for stream mitigation to exempt the first 300 linear feet of stream bed loss from mitigation requirements. Eliminates a reporting requirement that currently requires cities to submit an annual report on how they address complaints by consulting engineers. Establishes a committee of state officials that seeks to coordinate and encourage landowners near military installations to engage in land uses that are compatible with federal defense activities. Switches the current retirement system model for all of the statewide pension systems, including LGERS, from a defined benefit system to a defined contribution system. Applies to new hires after July 1, 2018. Sets out procedures by which the governing boards of these systems would set the employee’s contribution rates; how the pension funds will be invested; and how disbursements from the new plans would occur upon an employee’s retirement. Appropriates a total of $300 million in the next two fiscal years for the purpose of increasing the State’s own retirement contributions. Eliminates the retiree medical benefit for new hires after July 1, 2018. (version 1)

Allows municipalities to annex enclaves, unincorporated areas contained entirely within the primary corporate limits of a municipality and otherwise meet the specifications listed, including a size limitation of 60 acres. Establishes procedures the municipality must follow to complete the annexation, including executing an interlocal agreement with the county commission(s) in which the municipality sits. Includes details regarding property owner appeals of the governing boards’ actions, as well as directions for reporting on provision of services to the Local Government Commission following the annexation.
