If passed into law, this bill would partially achieve an NCLM goal that seeks collection of the state sales tax on online purchases of goods sold by vendors without a physical presence in the state. (version 1)

Adds an additional requirement to state and local procurement processes, whereby the contracting governmental unit may not contract with a company that the State Treasurer determined engaged in an economic boycott of Israel. This prohibition applies to contracts directly with companies on the State Treasurer’s Office list of restricted companies. The prohibition also exempts contracts of $1,000 or less. Also prohibits the State Treasurer from investing in these companies using any funds from either the state or local retirement systems. (version 1)

Creates a new program that leverages local government processes to raise capital for energy efficiency upgrades to commercial and residential buildings. Under the program, a local government creates a district within which it can place a lien on any property that has borrowed funds for the purposes of energy efficiency upgrades to structures on that property. The borrowed funds may come directly from the local government, or from a private financier that has formed an agreement with the local government. (version 1)

Creates a new contracting method for the State and units of local government, called “job order contracting.” This method allows the government to price work in units, which are then scaled up when the government awards the contract to the lowest responsible, responsive bidder. Sets a minimum amount of the contract award of $30,000, and a maximum of $20 million per contract term, up to two contract terms. Contains other related procedures and statutory changes necessary to authorize this contracting method. (version 1)
