This bill modernizes the state archives system to include digital images.  WAM will monitor this bill and work with the State archives staff to understand if this imposes an undue burden on digitizing records from municipalities to the state archives. Also WAM and WAMCAT members are evaluating the bill to determine if a certain type of software will be required and which impose additional costs.

This bill adds language exempting video/audio from release to the press or public unless directed by the courts. WAM supports the position of the Sheriff and Chiefs Association.  This issue is on the 2017 WAM's Legislative agenda.

WAM ACTION: 3/3/17, after conference committee, House concurred with Senate addressing dash board and body cameras.

WAM ACTION: 3/1/17, House did not concur with Senate, headed toward conference committee.  

WAM ACTION: 2/24/17, bill passed House COW on third and final reading. 

WAM ACTION: 2/14/17, Rick Kaysen testified in support, bill passed House Judiciary Committee 7-1.   

WAM Action Taken: 1/16/17 Rick Kaysen attended the subcommittee, bill passed as amended, on to House, amendment allows for more permissive language (may vs shall), WAM, Sheriff-Police association, WPA, ACLU all supported the amendment. 

WAM Action Taken: 1/13/17 Rick Kaysen testified in support including two amendments; bill laid back until 1/16/17.

This proposes to amend the WY Constitution to provide for a right of individual privacy which shall not be construed to deprive a person of any right provided by law to examine documents or to observe the deliberations of any agency or political subdivision of the state as specified.
