| This legislation protects "monuments", which include plaques, statues, markers, flags, banners, displays and memorials, dedicated to a historical entity, event, nation or government and that honors military service to the United States, Confederacy or several states therein. No publicly-owned monument, meant to be perminent, located on county property may be relocated, removed, concealed, obscured in any way by the county other than as necessary to preserve or protect the monument. Counties may relocate such a monument when necessary to build or expand edifices, buildings, roads and other transportation construction projects; however, the monument must be relocated to a site of similar prominence, honor, visibility, availability and access within the county. The monument may not be relocated to a museum, cemetery or mausoleum unless it was originally placed there. |

The final version of language from HB 707 was amended onto HB 943 and included the following provisions:
This legislation prohibits county officials or employees from expending money or using human resources or assets to advocate or influence the citizens of this state in support of the voluntary expansion of Medicaid beyond the eligibility criteria in effect under the ACA. Similarly, counties would
be prohibited from starting their own health care exchange or participating in
a health care exchange provided by a nonprofit organization. There are provisions to protect local governments from acting as a part of their official duty, when on personal time, and when providing bona fide educational instruction about the ACA. Nothing in the bill precludes the state from participating in any Medicaid program. Lastly, it prohibits the state, agencies and political subdivisions from establishing, operating, or implementing a navigator program or it's equivalent.
The Commissioner of Insurance has been excluded from the prohibitions in the bill as it applies to the implementation or enforcement under this code section.
The Senate Insurance Committee adopted a substitute that allows the University System of Georgia's grant funded navigator program to continue operation until such time that the grants run out. The bill does not allow for the grants to be renewed.

| This bill makes substantial revisions to state and local title ad valorem tax. These revisions include: - Establishes the trade-in value of a used vehicle at the department of revenue book value to prevent inflating trade-ins to reduce TAVT;
- Defines the taxable value of a kit car;
- Clarifies when a tax commissioner may deviate from the defined taxable value;
- Provides for a new trade-in credit for leased vehicles;
- Requires the Department of Revenue to promulgate a standardized bill of sale;
- Requires used vehicle dealers to file the title work and TAVT on behalf of their customer;
- Specifies a county administrative fee of 1% on TAVT collected for cities and the school system;
- Increases the penalty for failing to title and register a vehicle from a misdemeanor to a misdemeanor of a high and aggravated nature;
- Authorizes the transfer of a vehicle through a divorce decree or court order to be treated as a family transfer;
- Clarifies that a motor vehicle dealer can apply for a refund on behalf of a purchaser and must pay the refund to the purchaser within 10 days of receipt;
- Extends the expiration date of a temporary tag to 45 days and authorizes a 30 day extension when a title is delayed due to the failure of a security interest or line holder to timely release the security interest or lien;
- Clarifies electronic title registrations must be filed with the county instead of the Department of Revenue

| This legislation would allow fire fighters to carry weapons while on duty with the permission of the "local fire department." The firefighters could conceal or openly carry the weapons. If this bill progresses, and for a variety of reasons (e.g. insurance, liability and possible civil rights infractions which would end up putting counties in Federal court), the decision as to whether firefighters pack heat needs to be made by the local governing authority. |

It also gives the state the authority to regulate transportation referral. Taxicab and limousine owners would be required to pay $1,000 per vehicle per year to the Department of Revenue in lieu of sales tax on the fares. If the business is based in the unincorporated area, the county would receive 43 percent of this fee. |

In House Public Safety Committee, SB 101 was stripped and replaced with language from HB 512. Among its numerous provisions, this bill allows for guns to be carried in all government buildings if ingress into the building is not restricted or screened by security personnel during business hours. ACCG opposes this provision, believing that this decision is best made by county governments. An earlier version that would have allowed guns to be carried into courthouses was removed from the bill.

This legislation creates the Georgia Emergency 9-1-1 Support Authority to assist E-911 centers with implementing new technologies, auditing telecommunication companies to ensure proper collection and payment of E-911 fees, assist and support regional E-911 facilities and provide E-911 grants. The authority members are made-up of appointed local elected officials and staff. Funding for the authority would come from voluntary contributions by the local governments receiving services and additional revenues produced by increasing the prepaid E-911 fee from .75 cents per transaction to $1.50 per transaction.
