| This legislation is the Department of Driver Services (DDS) annual housekeeping bill. One provision of this legislation eliminates the requirement that DDS notify licensed drivers by certified mail of suspension for failure to appear for a hearing on a traffic offense. The bill was amended in the rules committee prior to going to the floor to include a requirement that the court send a notice certified return receipt mail to those who fail to appear for court and give an opportunity for an additional hearing before notifying DDS. The proposed requirement could be a significant cost for local courts. The current version of the bill has stripped out the certified return receipt mail requirement for counties. |

| This legislation allows the board of commissioners to adopt a resolution to impose an additional $5.00 to be put on any fine for a motor vehicle offense when the fine includes costs. The $5.00 would be placed into the Electronic Citation Fund to be used to implement, operate and maintain an electronic citation system that could be used by law enforcement agencies, clerks, judges, prosecutors, public defenders, probation officers, court officers and the public. The legislation includes a private right of action for any voter to file an injunction against the superior court clerk to ensure that the fee is being collected and an injunction against the board of commissioners to ensure that the Electronic Citation Fund is properly used. |

| This legislation establishes a records retention schedule for video recordings from law enforcement body worn cameras or devices located on or in a law enforcement vehicle. These recordings are required to be kept for 180 days unless the recording is part of a criminal investigation, shows a car accident, shows the arrest or detainment of an individual, shows a law enforcement officer's use of force, or can reasonably be anticipated to be necessary for pending litigation, in which case it must be kept for 30 months. If litigation is commenced within that 30 months the video must be kept until the lawsuit is completed. Counties may charge an additional $10 to make copies of videos.

| This is the General Assembly's 2016 omnibus gun carry legislation, making many revisions to current statute. Among its provisions, the bill addresses fairness in financial transactions with firearms dealers; honors out-of-state gun licenses in Georgia for 90 days for those that move here; allows hunters and fishermen to carry knives; revises school safety zone carry; allows probate courts to distribute gun safety information; addresses the suspension of a carry application; renewing licenses; exempting certain law enforcement officers from license requirements and allowing carry in a courthouse; carrying weapons at a commercial service airport; and appealing the denial of a license to those declared mentally incompetent. The provision which would have made it impossible to prohibit weapons in government buildings leased to third parties (e.g. arenas, football domes, baseball fields, concert halls, etc.) was removed from the bill. |

| This legislation allows law enforcement officers to impound vehicles driven by those without a driver's license. The vehicle cannot be released to the owner or the owner's spouse, child or parent for at least sixty days. Within 72 hours, the law enforcement agency must notify the owner. The owner may request a hearing to determine the validity of the impoundment in superior court, which must be held within five days of the owner's request. If the law enforcement agency fails to notify the owner, then the vehicle will be available for immediate release and the county will be responsible for the storage fees. |
