This bill prohibits the operation of a train in a manner that occupies or blocks a street, road, or highway grade crossing longer than 15 minutes unless its necessary to comply with safety signals, to avoid striking an object or person on the track, due to circumstances beyond control of the train or in order to comply with federal safety regulation or federal law.

This legislation started out as providing the legal framework for e-scooters to operate in Georgia. The as passed version just includes language from HB 215, which establishes regulations for electric assisted bicycle, "e-bikes" and defines three classes of e-bikes. E-bikes would follow the same rules of the road as human powered bikes and local governments would have the authority to allow or restrict the use of e-bikes on bicycle paths or shared paths where bicycles are permitted.

This legislation mainly applies to the Atlanta-region Transit Link Authority (ATL). This bill reassigns the ATL from GRTA to GDOT, revises the election process, and how vacancies are filled for the ATL Board of Directors. Lastly, the bill extends until July 1, 2025 the use of the Consumer Price Index (CPI) used to adjust the excise tax on motor fuel.

Under existing law, dealer "loaner vehicles" are exempt from TAVT for so long as they are used as loaners vehicles for customers. As amended in committee, this bill would extend to 45 days (from the current 30 days) the amount of time that such a vehicle can be loaned to one customer without such vehicle being subject to TAVT.

This proposed constitutional amendment would broaden the use of funds from motor fuel tax collections. Currently, motor fuel tax funds are only allowed for roads and bridges. This legislation would allow motor fuel funds to be used for "any and all public transportation purposes." Public transportation definition includes: roads, bridges, rails, airports, buses, seaports, and all accompanying infrastructure and services necessary to provide access to these public transportation facilities.

A similar resolution has been introduced in the Senate - SR 654.

This resolution extends the work of the Georgia Commission on Freight and Logistics for an additional year. The Commission will continue to study solutions for trucking, rail, and air cargo, including reducing the driving risks for truck drivers and other motorists, expanding dedicated lanes for moving freight, and reducing traffic impacts in and out of the ports and around key metropolitan areas.
