| This legislation removes several provisions of Georgia law that have been deemed outdated, obsolete and/or unconstitutional. It includes removal of state assistance for infrastructure for certain planned communities, as well as preclearance requirements. Language regarding membership in the Communist Party is removed from loyalty oaths. It removes the requirement that peddlers and itinerant traders register with the probate judge and changes the term "mental retardation" to "intellectual disability" throughout Georgia code. |

| The current House substitute to this bill (HB 781/CSFA) requires local governments to appoint only U.S. citizens or 'lawful permanent residents'. Either must also be a resident of the State of Georgia or reside in a county of another state that abuts Georgia or own a business in Georgia. Active members of the U.S. Armed Forces are exempted, as are their immediate family members. Non-U.S. individuals may serve, but only in an ex-officio, nonvoting capacity. |

| This legislation allows law enforcement officers to impound vehicles driven by those without a driver's license. The vehicle cannot be released to the owner or the owner's spouse, child or parent for at least sixty days. Within 72 hours, the law enforcement agency must notify the owner. The owner may request a hearing to determine the validity of the impoundment in superior court, which must be held within five days of the owner's request. If the law enforcement agency fails to notify the owner, then the vehicle will be available for immediate release and the county will be responsible for the storage fees. |

| This legislation prohibits the state and local governments from taking any disciplinary action against a person/employee for believing, speaking or acting in accordance with a belief that marriage is or should be recognized as the union of one man and one woman or that sexual relations are immoral outside of wedlock. Persons aggrieved by having these beliefs violated may go to court to obtain special damages, a declaratory judgment, or injunctive or other relief against the government. |
