This proposed constitutional amendment would broaden the use of funds from motor fuel tax collections. Currently, motor fuel tax funds are only allowed for roads and bridges. This legislation would allow motor fuel funds to be used for "any and all public transportation purposes." Public transportation definition includes: roads, bridges, rails, airports, buses, seaports, and all accompanying infrastructure and services necessary to provide access to these public transportation facilities.

A similar resolution has been introduced in the Senate - SR 654.
