This legislation allows the election superintendent to correct mistakes or omissions in the printing of official ballots or the programming of the display of the official ballot on the DRE voting equipment for local government candidates.  Currently, said correction must be required by the superior court following an application by an elector.

This legislation partly eliminates the need for the Governor to call a special election when there is a vacancy for a U.S. House, U.S. Senate and General Assembly office - the Governor will appoint a replacement if less than 12 months remain on the term.  The bill does call for a special primary to proceed a special election in an even-numbered year which does add a race to the ballot; however, it shouldn't entail additional costs to the county.  Savings should be incurred as special elections can no longer be held in odd-numbered years and are held in conjunction with primary elections.

This legislation allows election superintendents to begin processing and tabulating early voting DRE ballots after 6:00 p.m. on the date of a primary, election or runoff.  Currently, only absentee ballots can be tabulated prior to the closing of the polls on election day.  No results from these ballots shall be transmitted by modem or other devise prior to the close of the polls.  The bill also closes the City of Atlanta's polls at 7:00 p.m. - that currently stay open until 8:00 p.m.  Lastly, the bill establishes the weekend days for early voting as either the third Saturday or Sunday, but not both, prior to a primary or general election during the hours of 9:00 a.m. through 4:00 p.m.

This legislation makes it illegal for anyone to conspire or collaborate with a foreign government to influence any primary or election being conducted in Georgia.  Those guilty shall be imprisoned for not less than five nor more than 30 years or life in prison, a fine not to exceed $1 million, or both.

This legislation creates the Georgia 2020 Election Transition Commission to study the feasibility, practicality and desirability of acquiring new voting systems for use in Georgia's elections.  The Commission will consist of six House members, six members of the Senate, two local elections officials (as non-voting members), the chairperson of the Georgia Republican Party and Georgia Democratic Party (both non-voting).  The bill also extends the day for the certification of an election to the Wednesday of the week following the day of the election.
