Staff Analysis of the Legislation

SUMMARY:  LC 33 5124   In certain instances, local boards are required to submit a local act to the US Department of Justice for preclearance under the Voting Rights Act of 1965.  This bill makes it a misdemeanor if a local board member votes against such submission or votes to withdraw a submission already made or refuses to take action toward submission. 
A local board may not expend public funds for attorney's fees or expenses of litigation relating to the defense of a criminal action against a local board member for violation of this provision.

EFFECTIVE DATE:  Upon approval by the General Assembly and Governor.
