The bill adds a new code section to be the "Blind Persons' Braille Literacy Rights and Education Act." The bill includes a definition of a blind or visually impaired student, requirements for the IEP, requirement for publishers to provide an electronic version of textbooks and other instructional materials encoded so it can be converted into Braille or synthesized speech, and requires the Professional Standards Commission to stop issuing or renewing licenses to teach these students unless the teachers meet certain requirements.
