Alec Garnett is the majority leader of the House of Representatives, helping manage floor debate, and represents District 2 in central Denver. He has the No. 2 position in the 65-member body. He organizes the legislative calendar and makes sure all bills that make it to the House floor receive full and fair consideration. Rep. Garnett's constituents are statistically the youngest in the state, and one of their biggest issues is a lack of affordable housing. In response, Rep. Garnett stepped up to become the driving force behind one of the major achievements of the 2017 legislative session, a compromise bill to resolve years of controversy over Colorado's construction defects law. By requiring homeowner association boards to get an OK from a majority of HOA members before launching a lawsuit over construction defects, the new law answered builders' complaints that the old law - which allowed litigation to be initiated by an HOA board without polling the membership -- encouraged frivolous lawsuits and suppressed condo construction. At the same time, the new law preserves homeowners' right to seek redress in court to protect what for most families is their biggest investment. Rep. Garnett has been a strong advocate for education, sponsoring a bill during the 2017 session to provide a tax benefit for employers who contribute to employees' CollegeInvest accounts. He also sponsored a bill expanding a career pathways program for students seeking careers in growing Colorado industries. He also sought to create a grant program to provide scholarships to people seeking a postsecondary credential in early childhood education. Before being elected to the legislature in 2014, Rep. Garnett was executive director of the Colorado Democratic Party, responsible for organizing the initial structure of President Barack Obama's 2012 re-election campaign in Colorado and for getting new people involved in the 64 county parties. Previously he directed the attorney general campaign of his father, Boulder County District Attorney Stan Garnett. Fresh out of graduate school in 2006, Alec volunteered for Ed Perlmutter's initial campaign for Congress, then joined the congressman's staff in Washington D.C. After three years as a Perlmutter aide, Alec concluded his time in D.C. as the legislative director for a congressman from New Jersey, John Adler. Rep. Garnett is a fourth-generation Coloradan who grew up in Boulder. He has a bachelor's degree from the College of Wooster in Ohio and completed a master's degree in public administration at the University of Colorado, Denver. Rep. Garnett and his wife, Emily, live in the Capitol Hill neighborhood with their young son, Ashton and their baby girl, Adella.
