Serving his third term representing the New York State Senate's Seventh District, Senator Jack M. Martins has earned the reputation of a well-respected leader who will work with all parties to deliver results for his constituents. A fiscal conservative who believes that cutting taxes and controlling spending are the best ways to grow the economy and create jobs, Senator Martins was instrumental in cutting middle class income tax rates to their lowest levels in 60 years; reducing business costs, including repealing the MTA payroll tax for small businesses and schools; delivering hundreds of millions of dollars for economic development on Long Island; enacting the two percent property tax cap; and passing four on-time, fiscally responsible state budgets which closed a $10 billion deficit by controlling state spending and not raising a single tax or fee. He has also authored laws to deliver mandate relief to school districts and local governments. As a parent, Senator Martins is continually working to protect our children. He has repeatedly secured additional funding for local schools to ensure our children have every opportunity to get a quality education. He has also been a vocal opponent of the State's failed rollout of Common Core and fought to end the State's relationship with inBloom to safeguard our children's private information. To help combat the growing heroin epidemic on Long Island, Senator Martins authored laws which enhance law enforcement's ability to investigate opioid prescription fraud and expand education provided to children about the dangers of heroin and other illegal drugs. A staunch supporter of our first responders and veterans, Senator Martins authored the law creating the State's Homeless Veterans Assistance Fund, which allows residents to voluntarily make donations on their state income tax returns to help protect homeless veterans. Senator Martins also wrote a law to enhance safety for volunteer firefighters by establishing a truss construction notification system for residential properties. Prior to his election to the Senate, Senator Martins served eight years as Mayor of the Village of Mineola, where he received acclaim for stabilizing the Village's finances, creating its first ever master plan, and promoting smart-growth development. Senator Martins is the Chairman of the Senate's Labor Committee and a member of the Senate Committees on Banks; Civil Service & Pensions; Corporations, Authorities, and Commissions; Finance; Health; Insurance; Social Services; and Transportation. He has also served on the Governor's Mandate Relief Council and the Long Island Regional Economic Development Council. Additionally, he authored the law creating the statewide Financial Restructuring Board for local governments and serves on the Board to provide guidance to local governments on restoring their finances and ensuring fiscal stability. Senator Martins and his wife, Paula, are the proud parents of four daughters. He holds a degree from American University and a Juris Doctor from St. John's University School of Law.
