| Frances Claire Holk-Jones is an American politician who has served as a Republican member of the Alabama House of Representatives since November 9, 2022, representing District 95. Born and raised in Baldwin County, Alabama, she comes from a family with deep political roots in the region. Her grandfather and father both served as mayors of Foley, instilling in her a passion for civic engagement and community service from an early age.
Frances is a fourth-generation State Farm agent, making her the first-ever fourth-generation State Farm agent in the country. She began her career with State Farm in 1979 and has consistently ranked among the top 2-3% of State Farm agents nationwide out of more than 19,000 agents. As President of Frances Holk Insurance Inc., she has built a successful business providing insurance and financial services to the residents of Baldwin County.
A 1978 graduate of Auburn University with a degree in Marketing, Frances has maintained strong ties to her alma mater, serving as an Emeritus member of the Auburn University Dean's Advisory Council for the College of Business and on the board of the National Auburn Alumni Association.
In 2022, Frances Holk-Jones ran for and won election to the Alabama House of Representatives District 95, succeeding the late Steve McMillan, who had been the longest-serving member of the Alabama House at the time of his passing in April 2022. She defeated Reginald Pulliam and Michael Ludvigsen Jr. in the Republican primary with 65.9% of the vote, and then went on to win the general election against Democratic opponent Richard Brackner with 85.1% of the vote. Her current term ends on November 4, 2026.
As a state representative, Frances serves on several committees, including the Health Committee, Education Policy Committee, Economic Development and Tourism Committee, County and Municipal Government Committee, and Baldwin County Legislation Committee. She is also a member of the Joint Legislative Committee on State Parks.
Beyond her political career, Frances is deeply involved in community service and philanthropy. Following the tragic loss of her daughter Jennifer Claire Moore to suicide in 1997, Frances and her late husband Neal Moore founded the Jennifer Claire Moore Foundation in 1998. The foundation established Peer Helper programs in schools throughout Baldwin County to train students to identify signs of depression and suicide in their peers and provide support. Today, the foundation serves nearly every K-12 school in Baldwin County.
Frances is also active in numerous civic organizations. She has served as president of the South Baldwin Chamber of Commerce, president of the Foley Rotary Club, and president of the Gulf Shores Kiwanis Club. She is a founding board member of Impact 100 Baldwin County, Vice President of the Baldwin County Child Advocacy Center Care House, and President of the South Baldwin Health Foundation. Additionally, she serves as a trustee for South Baldwin Regional Medical Center and is a founding member of Foley Main Street.
In 2023, Frances was recognized as a Woman of Influence by the South Baldwin Chamber. She was also named the 2010 Philanthropist of the Year by the Association of Fundraising Professionals and received the 2014 Walton M. Vines Free Enterprise Person of the Year award. In addition, she was the first recipient of the United Way Lifetime Service Award from the United Way of Baldwin County.
Frances is also a property owner in downtown Foley, owning the historic Foley Hotel building, which was built in 1927 and now houses several retail businesses and offices. In 2023, she received a Beautification Award from the City of Foley for renovations to the building's exterior.
