Bio

Senator Franklin Foil is a native of Baton Rouge. He graduated from both University High School and Louisiana State University. He later graduated from Loyola School of Law in New Orleans, and then received his commission to be an officer in the U.S. Navy JAG Corps program. Franklin spent 4 years on active duty with the Navy before returning to Baton Rouge to start his private law practice. Franklin served his country both on active duty and in the Navy Reserves for 30 years. Before his retirement, he served as an appellate court judge in Washington, DC as a Navy Captain. He was awarded the Legion of Merit by the President of the United States at the end of his service. Franklin was elected to serve the citizens of Senate District 16 in 2019 after serving for 12 years as the Representative for District 70 in the Louisiana House of Representatives. Franklin is recognized as a leader and has been tasked with positions where his experience will benefit the citizens of District 16. His legal background is an asset as he serves as the Chairman of the Senate Judiciary C committee. He also serves as a member on the Senate & Governmental Affairs and Local & Municipal Affairs committees. Franklin is active in the American Legion, Rotary Club of Baton Rouge and the LSU Cadets of the Ole War Skule. Franklin has been married to his wife, Tanja, for 31 years. They have three children- Kathleen, Grace, and Andy. The Foils are active members of First Presbyterian Church in Baton Rouge where Franklin has served as an Elder.
