Clemson Advocates Update--February 1, 2016

THIS WEEK IN SOUTH CAROLINA
The House Ways and Means Revenue Policy Subcommittee approved H. 4717 (Farm Aid Fund). The bill would establish a grant program for farmers who experienced significant crop losses as a result of the heavy rains South Carolina experienced during the fall of 2015. The bill now moves to the full Ways and Means Committee.

Members of the Senate continued their work on H.3579 (The South Carolina Infrastructure Finance Reform and Tax Relief Act) and DOT reform. Work will continue on H.3579 this week.

BUDGET
President Jim Clements is scheduled to give Clemson's Education and General (E&G) budget presentation to the Ways and Means Higher Education Subcommittee on Tuesday, February 2. Colleges and universities giving their budget presentations this week included the Medical University of South Carolina and South Carolina State University.

The State Budget Process
The House Ways and Means Committee (where the appropriations bill originates) will continue agency budget subcommittee hearings into February.

CLEMSON ON CAPITOL HILL
This Week
Both the House and Senate return to Capitol Hill today and will be in session the next two weeks leading up to the annual President's Day recess. 

Senate Energy Authorization Bill
The Senate has begun consideration of a bipartisan and comprehensive energy reauthorization bill. The Energy Policy Modernization Act (S. 2012) contains language to reauthorize energy programs in the America COMPETES Act: the Department of Energy's (DOE) Office of Science and the Advanced Research Projects Agency-Energy (ARPA-E). 

President's Budget to be released on February 9
The White House will release the President's budget request for FY 2017 on February 9. The package is expected to stick to the caps on defense and nondefense discretionary spending agreed to last year, which would largely freeze FY17 funding at the FY16 level.
