FY10 Budget for K-12 Education, as Passed and Signed

The FY10 budget was signed by the Governor. He line item vetoed three small items, none of them in the K-12 budget. Here are the highlights, which may have to be altered if state revenues are not collected as estimated.

FY 10, HB 119

  • Fund the current salary increase of 2.5% for July and August, $32.4 million
  • Eliminate the Academic Coach program, $1.4 million
  • Eliminate six science mentors at DOE, $781,000
  • Eliminate the Mentor Teacher component of the Academic Coach program, $200,000
  • Eliminate state funded teacher liability insurance, $300,000
  • Eliminate 20 vacant DOE positions & other savings from vacancies, $1.9 million
  • Charter School Commission one-time start up fund eliminated, $120,000
  • Charter School implementation and facility grants, $745,000
  • School nurses, $29.1 million, reduced by 3%. PTA Supports school nurses.
  • Equalization grants to be funded for 12 mills, not 15 mills, a cut of $112.4 million
  • Graduation coaches funded for middle schools feeding high schools with graduation rates at 85% or lower. Current funding is for rates lower than 95%. Reduce funding by $6 million.
  • Graduation coaches, put under QBE formula for LBOE option, $49 million
  • Georgia Virtual Schools for HS courses, increased slots to 2000, + $1.1 million
  • Local 5 Mill Share increases for local districts, $6.7 million
  • National Board Certification stipends reduced by $6.2 million from $12.3 million
  • Teacher gift cards to be funded under QBE, $11.5 million. LBOE option to fund.
  • Fund enrollment growth of .23% and training and experience, $66.5 million
  • Special Needs vouchers increased $6 million for second year of cohort 1.
  • Severely Emotionally Disturbed program, cut $2 million
  • Nutrition leadership at DOE cut 3%, $1.2 million
  • Preschool handicapped program, reduced $729,000, based on enrollment
  • Pupil transportation cut $2.6 million, a 1.5% reduction
  • Dual enrollment funding increased, $1.4 million
  • Charter System Grants increased $1.8 million
  • Testing program at DOE cut $900,000
  • Total austerity cuts this year, $654,082,407
  • Less Federal Stimulus Funds, $413,145,926
  • NET austerity cut $240,936,481
