State Board Meeting Report, June, 2010

The State Board of Education met for its regularly scheduled meeting in Atlanta.  Superintendent Kathy Cox thanked all for support during her tenure.

Wednesday, June 9

The Budget Committee, Charter Schools Committee, Rules Committee, and Operations Committee met to review and recommend items for action by the full Board on Thursday.

The Committee of the Whole reviewed the committees’ recommendations and approved the agenda for Thursday’s meeting.  

(Note: Readers are advised that the Board denied several “seat time” waivers requested by school districts (see below), indicating the Board’s desire to maintain instructional time requirements.)

A public hearing was held on the rules, Seclusion and Restraint for All Students, Design and Construction Standards and Construction Costs, Waivers and Variances of High School Graduation Assessment.  All the action centered on the Seclusion and Restraint rule as 0ver 30 people signed up to address the Board on the rule.

Superintendent Cox gave a report on results of the Criterion Referenced Competency Test administration.

The monthly update on the Longitudinal Data System was given.

It was announced that State Senator Dan Weber who has been chair of the Senate Education/Youth Committee (not running for reelection), had been named to the Charter Advisory Committee.

Following executive session, the Board met for its monthly business meeting.

Sixth District member Mr. Robert Law gave an inspiration and led the Pledge of Allegiance.

The Board recognized students and educators for excellence in academics, extracurricular activities, migrant education, and gifted education.  The 2011 Georgia Teacher of the Year, Pam Williams, Appling County High, was recognized.

Action Items
The Board:

Adopted the FY 2011 state salary schedule

Approved participation in the Race to the Top Assessment Consortia.

Approved amendments to Georgia’s Consolidated State Plan - Title III Section

Approved the Georgia Performance Standards for eight revised CTAE courses.

Approved the use of the Fitnessgram for fitness testing protocol and data collection for assessments of students in grades 1-12 enrolled in a physical education class taught by a certified instructor.

Approved the Supplemental Educational Services (SES) Providers List for the 2010-2011 School Year.

Approved local facilities plans for the following school districts:  Baker, Banks, Berrien, Chattooga, Clinch, Douglas, Echols, Emanuel, Gordon, Jackson, Jeff Davis, Lamar, Lanier, Miller, Mitchell, Muscogee, Stewart, Walker.

Approved the May 13 and May 24, 2010 State Board Minutes

Contracts and Grants
The Board approved the following:

Grants – Title IID ARRA Competitive Grant – 21st Century STEM Labs, $8,984,417 total, to 13 Local Education Agencies.

Grants – Title IID ARRA Competitive Grant – Blended Learning Opportunities, $3,411,087 total, to Haralson County High and Westside High.

Grants – Title IID ARRA Competitive Grant – Increasing Student Literacy, $1,870,765 total, to 20 Local Education Agencies.

Grants –Title IID ARRA Competitive Grant – eTextbooks, $6,675,920 total, to five eligible high schools.

Contract – AT&T, $3,431,639, for maintenance and upgrades related to the Statewide K-12 technology network.

Contract — Desire2Learn, $260,150 for management of the Georgia Virtual School and Georgia Credit Recovery learning system.

Contract –Georgia Youth Science and Technology Centers at Kennesaw State University, $3,000,000, for administration and instruction for the Georgia Virtual School and Georgia Credit Recovery Program.

Contract –Adjunct Instructors, $1,500,000 total, for the Georgia Virtual School.

Grant – Authorized the State Superintendent to accept a grant from US ED, $98,039, to facilitate the reporting of EdFacts Data.

Grants –Amendment to Special Education Allocations of Federal and State Funds, $2,796,906 total, to local education agencies.

Contract – Georgia Alternate Assessment (GAA) Contract Renewal, $1,942,594, to Quesar Assessment, Inc.

Grants – Allocations for Special Education, $410,840,304 total, to local education agencies and state operated programs.

Grants – High School Program Grants for Career, Technical and Agricultural Education, $40,388,123 total, to local education agencies.

Grants – High School Program Grants for Agricultural Education, $8,174,096 total, to local education agencies.

Contract – Teachers on Assignment, $235,000 total, to Rockdale, Forsyth, and Cherokee school districts for implementation of the Standards for Mathematics and English Language Arts.

Contract – End-of-Course Tests (EOCT) Contract Renewal, $5,640,193, to NCS Pearson, for services related to the EOCT.

Contract – Georgia Writing Assessment Program Contract Renewal, $1,345,578, to the Board of Regents, for services related to the GWAP.

Contract – Georgia High School Graduation Tests (GHSGT) Contract Renewal, $3,659,217, to NCS Pearson.

Contract – Georgia Kindergarten Inventory of Developing Skills (GKIDS) Contract Renewal, $184,211, to the Board of Regents.

Contract – Georgia Online Assessment System (OAS) Contract Renewal, $908,172, to Riverside Publishing Co.

Contract – CTB McGraw Hill, $10,995,019, for services related to the CRCT.

Rules
The Board:

Approved the waiver of rule Minimum Direct Instruction Requirements for Clarke and Fannin Counties.

Approved the waiver of rule Instructional Extension Requirements for Cherokee County.

Approved the waiver of rule School Bus Drivers for McDuffie, Mitchell, Pelham, and Pike School Districts.

Approved the waiver of rule Summer Opportunity Program for Grades 4-8 for Pike County.

Denied the waiver of rule High School Graduation Requirements (150 instructional hours) for Clayton County.

Denied the waiver of rule High School Graduation Requirements (150 instructional hours) for Jenkins, Peach, Screven, and Whitfield Counties.

Charter Schools
The Board Approved the following:

System charter status to Cartersville City and White County.

Charter renewal for Atlanta Charter Middle School.

Charter status for: Chestatee Academy of Inquiry and Talent Development (Hall), Liberty County College and Career Academy, Martin Technology Academy of Math and Science (Hall), Maxwell High School of Technology (Gwinnett), McEver Arts Academy (Hall), and Wauka Mountain Multiple Intelligences Academy (Hall).
