Day 30 at the Capitol

Surprisingly little on the education front that moved at all on day 30.  The calendars on both sides of the chamber were sparsely populated with education bills.  The House deliberated through 11:30pm.  The Senate adjourned by 6:15pm.

The SENATE took action on:

SR1027 Creates a SPLOST Joint committee to review/reform this law which includes ESPLOST.

SB 383 America's Founding Philosophy and Principle Act was amended to include anti-slavery language.

The HOUSE took action:

No Education bills.

Crossover warning: These bills are laying in wait to be resurrected and could be attached to other "germane" legislation:

HB 327 Flexibility And Accountability for Student Achievement crossed over in last years session.  It appears this one will not move due to some issues the Lt. Gov. has with the language.

HB 123 The Parent Trigger bill also known as the Parent Empowerment Act had a hearing in Senate Ed. But no vote.

HB 405requiring training for charter governing boards.

HB766 Work Based Learning

HB 826 redefining weapons in school safety zones

HB 875 Local Boards can determine designated  personnel to be armed and provide school security

HB 886 Requires local boards and charter schools to hold two public hearings on their budget.

HB 897 The Title 20 bill not really a clean-up bill as it has been in the past.  Section 46 changing the unused facilities to include underutilized facilities at a 40% level of classroom space must be offered to the local charter school as the "first right of refusal" at or below market value.  

SB 167 Known as the Common Core bill will have a hearing in the House Education Committee on Wednesday, at 3pm. Legislators are getting increasingly nervous about this one.  Keep sending them your comments.

SB 283 This is known as the "Merry Christmas" bill. Allowing holiday displays.

SB 288 GHSA to post financial information.

SB 301 Allows school construction of wood schools.

SB 356 Designating September Georgians of Great Character Month

SB 272 calculating GPA for HOPE purposes in 9th, 10th, and 11th grades

SR 875 Creates a Joint Study COmmittee on Tax Digest Impact on School Funding (possibly precursor to moving to a new funding formula?)
