Two years into an investigation of the health problems affecting minority communities near large-scale hog operations, the U.S. Environmental Protection Agency’s civil rights office has written a stern “letter of concern” to state regulators. The EPA says the N.C. Department of Environmental Quality has not done enough to reduce asthma, stench, flies, truck traffic and other problems caused by the facilities.
