U.S. News and World Report has released its Best States Rankings list for 2017, and North Carolina is neither best nor worst, but dead middle, taking the 25th spot out of 50. The list takes into account several factors, with health care and education weighing the most heavily, followed by opportunity offered for residents, crime rate, infrastructure, government and economy.
