‘Puppy mill’ bill introduced in N.C. General Assembly

The latest version of a "puppy mill" bill was recently filed in the N.C. House of Representatives, but its future in the Senate is uncertain. That's because Brunswick County Republican Sen. Bill Rabon, R-N.C., who has opposed past versions of the proposed law, is chairman of the powerful Senate Rules Committee, which controls the flow of legislation in the Senate.
