Extension entomologists are surveyed yearly across the Cotton Belt for how well insecticides and Bt crops are working.  These results are summarized in an Excel spreadsheet and broken out by region (including the Southeast).  You can access the 2016 results by visiting cotton.ces.ncsu.edu, hovering over “links” and clicking “2016 Cotton Insecticide Efficacy Survey.”
