The Food and Drug Administration is proposing cutting nicotine levels in cigarettes to non-addictive levels, the agency said Friday, part of a strategy to reduce the rate of disease and death caused by tobacco. The announcement sent shares of tobacco companies tumbling Friday. Altria Group Inc., which sells Marlboros in the U.S., dropped 6.4 percent.
