Congressional Republicans face a daunting task when they return to the U.S. Capitol on Tuesday: Keep the government from defaulting on its debt and open for business, deal with the fallout from Hurricane Harvey and tackle tax reform, one of their biggest campaign promises. Failure, some predict, could lead to Republicans losing their House majority in 2018.
