Thousands of foreign laborers have returned to the state’s farms to push through a harvest of field crops and fruit, but the needs of dairy farms remains unavailable to seasonal H-2A visa holders. Rep. Chris Collins, R-Clarence, said that expanding the federal agricultural visa program to year-round operations was a priority as he and other members of Congress met Tuesday with Secretary of Labor Alexander Acosta in Washington.
