A final Master Settlement Agreement has been executed on the escrow dispute between North Carolina and 25 other states and the nation’s largest tobacco manufacturers, the N.C. attorney general said Thursday. The manufacturers, including R.J. Reynolds Tobacco Co., agreed in 1998 to settle lawsuits that 46 state attorneys general — including North Carolina’s — brought over smoking-related health-care costs.
