Legislation being considered in Congress this month could knock a few cents off the price of your favorite IPA, put more money in the pocket of your local brewer or make specialty liquors significantly cheaper. The tax reform bill approved by the U.S. Senate on Dec. 2 would reduce federal excise taxes on beer, wine and liquor, with the deepest cuts going to smaller producers.
