A federal judicial panel’s ruling that congressional districts drawn by state Republicans were illegally gerrymandered based on partisanship could have a ripple effect on the makeup of the region’s congressional representation. Tuesday’s ruling by a three-judge panel marks the first time a congressional plan was struck down on partisan gerrymandering claims.
