The pathway to federal approval of potential reduced-risk tobacco products was not smoothed Thursday. The Tobacco Products Scientific Advisory committee of the Food and Drug Administration rejected three proposals that relate to the risk of use, product labeling and advertising of iQOS, the heat-not-burn cigarette of Philip Morris International.
